The dictionary format has NOT changes however the filter interface HAS. For this reasons things are now, by default, installed in lib/aspel-0.61 (instead of lib/aspell-0.60) you can just copy the dict files....
The Aspell 0.61 should be binary compatible with Aspell 0.60. A few symbols were removed from the library, but they are most likely unused as they were generally useless and poorly documented.
